ARCO National Construction successfully delivered a new transfer depot, maintenance facility, and office campus for Rumpke Waste & Recycling in Union Township, Clermont County, Ohio. The 42,612-square-foot facility was designed to support high-volume waste and recycling operations through a durable, purpose-built campus capable of withstanding demanding industrial use and constant heavy truck traffic.
The project included a 26,700-square-foot transfer depot, a 10,920-square-foot maintenance facility, 4,992-square-foot two-story office, and a 2,500 SF wash bay, all supported by extensive operational infrastructure, heavy-duty paving systems, and specialized environmental components.
A High-Performance Waste Facility
Designed to accommodate the operational demands of a modern waste and recycling facility, the campus includes precast exterior wall systems, 16-foot cast-in-place concrete push walls, and a 7,000 PSI ballistic slab at the tipping floor. The transfer depot features 28-foot clear heights to support large-scale truck movement and material handling operations.
A transfer pit located approximately 9 feet below finished floor grade incorporates deflector shields to efficiently direct and collect material into hauling trucks, improving operational flow and reducing spillage. A 5-ton overhead crane is also provided to support maintenance and material handling requirements within the facility.
The tipping floor roof structure features 147-foot-long clearspan joists (nearly half a football field), enabling large, unobstructed interior spaces optimized for equipment movement and operational efficiency.
The project also included approximately 405,000 square feet of concrete pavement to support continuous heavy equipment and vehicle traffic throughout the site. Additional operational infrastructure includes inbound and outbound truck scales, a scale house, fueling systems, leachate storage, and extensive vehicle parking areas to support daily site operations.
The maintenance garage is equipped with a heated floor system to enhance year-round usability, improve working conditions, and support equipment maintenance operations in colder weather conditions.
Overcoming Challenging Site Conditions
Located adjacent to the East Fork River, the project site presented significant drainage and subgrade challenges throughout construction. The site retained large amounts of water with limited natural drainage opportunities, creating difficult working conditions during early site development and paving activities.
Construction was further impacted by record rainfall and harsh winter weather conditions, particularly during pavement installation and structural concrete work. ARCO implemented cement stabilization to improve soil conditions and maintain schedule momentum despite the challenging environment. With only one site entrance available, the team also carefully coordinated logistics and material flow to minimize disruptions and maintain operational efficiency across the constrained site. Despite these challenges, ARCO completed the project on schedule.
Value Engineering and Cost Control
ARCO worked closely with Rumpke Waste & Recycling to identify value engineering opportunities that reduced project costs while maintaining long-term facility performance.
One major solution involved optimizing the pavement section by reducing the aggregate base from eight inches to six inches while still meeting required CBR standards. This adjustment resulted in nearly $60,000 in savings without sacrificing durability or operational performance. The team also identified an opportunity to remove ballistic concrete from the lower eight feet of the tipping floor push walls, generating an additional $40,000 in cost savings.
These solutions allowed the project team to maintain budget certainty while delivering the heavy-duty infrastructure required for daily operations.
Aggressive Scheduling and Coordination
Despite difficult site conditions and extended cast-in-place concrete durations, ARCO maintained the project schedule through detailed planning and aggressive sequencing strategies. The team developed specialized scheduling plans for each trade partner, carefully coordinating interior and exterior activities to maximize productivity and maintain progress across all phases of construction.
Building a Long-Term Partnership
The successful completion of the Union Township facility reflects the strong collaboration between ARCO National Construction and Rumpke Waste & Recycling. Delivered in March 2026, the project demonstrates ARCO’s ability to execute technically demanding industrial facilities while navigating complex site conditions, aggressive schedules, and operational requirements.
