ARCO National Construction partnered with WCS Logistics, a Winchester Cold Storage company, to build a new 83,000-square-foot cold storage facility in Winchester, Virginia. The project includes a 68,750-square-foot -10°F freezer, an 8,750-square-foot 34°F cold dock, a 3,000-square-foot dry battery charging area with 15 stations, 2,500 square feet of office space, 13,000+ pallet positions, 48 in-rack blast freeze positions, a CO₂ cascade refrigeration system, 12 dock positions with vertical storing levelers, one drive-in ramp, and site development that included rock blasting and processing near Interstate 81 and the Virginia Inland Port.

ARCO was professional, responsive, and easy to work with from start to finish. The project included 68,750 square feet of freezer space with a 43-foot clear height, accommodating over 13,000 pallet positions, and a state-of-the-art CO₂ cascade refrigeration system.
The site itself posed several challenges. At just 7.2 acres, it required careful planning to meet setback requirements and fit the building efficiently. ARCO also had to blast and remove more than 10,000 cubic yards of rock and relocate gas and water mains. They handled all of this without impacting the project schedule or our current operations next door.
As a design-build contractor, ARCO was flexible and able to adjust to our requested upgrades throughout the job. For example, they added a new 11-ton refrigeration penthouse to accommodate 48 blast freeze positions mid-project. ARCO also offered several alternatives that resulted in cost-savings, such as changing the building shape and site layout, increasing the height to increase pallet positions, and working early on with the local authorities to understand and reduce upfront costs.
