Elopak’s new U.S. manufacturing facility in Little Rock has earned the 2026 CoStar Impact Award for Commercial Development of the Year. Developed in partnership with Isom Company and delivered through ARCO National Construction’s design-build approach, the project represents Elopak’s first manufacturing operation in the United States and a major investment in domestic production capacity.
Purpose-built to support the production of sustainable, paper-based cartons for food and beverage packaging, the facility was designed to accommodate advanced manufacturing equipment, automation systems, and high-volume production workflows. Early collaboration between Elopak, equipment suppliers, and ARCO ensured seamless integration of specialized systems while maintaining flexibility for future expansion.
Located at the Port of Little Rock, the facility benefits from rail service, barge access, proximity to major interstates, and access to the regional airport. Following a nationwide site selection process, Elopak selected Little Rock for its infrastructure readiness, transportation connectivity, and ability to support power-intensive, technology-driven manufacturing operations.
The project serves as a catalyst for economic growth in the region, introducing a global manufacturer and a sustainability-focused industry segment to the market. The facility supports long-term job creation, strengthens domestic supply chains, and reinforces Little Rock’s position as a growing hub for advanced manufacturing and foreign direct investment.
Completed within one year, the project required coordination among international stakeholders, management of long-lead equipment procurement, and careful integration of complex utility and power requirements. ARCO’s integrated design-build delivery provided schedule certainty, technical alignment, and proactive planning to meet performance expectations.
